Vermont’s community seed exchanges are the starting point for a wider policy discussion at NOFA-VT’s Fall Organizing Meeting: State Seed Policy. Participants will consider how state policy could affect those practices and what a Vermont Farm and Food Bill might look like.
A bill still taking shape
NOFA-VT regards community-based seed exchange as important to food security and warns that pressure for state seed policies could put some community practices at risk. The meeting is intended to develop ideas for a Vermont Farm and Food Bill and consider what pursuing one would require, rather than present a finished bill.
That organizing goal sits within NOFA-VT’s broader advocacy work, which combines grassroots participation, direct contact with policymakers and coalition building. Its stated state priorities also include support for food-access programs and a proposed Farm Security Fund for recovery from extreme weather; those are organizational context, not announced agenda items for this meeting.

Seed access as practical work
Alexis Yamashita, a seed sovereignty advocate and NOFA-VT board member, anchors the meeting from the Richmond office. Her work focuses on community-led seed systems and local access, including adapting culturally meaningful seeds to regional conditions.
Yamashita is a founding member of the Ujamaa Cooperative Farming Alliance and previously co-managed seed rack operations at Southern Exposure Seed Exchange with mentor Ira Wallace. Her background brings experience in both seed access and community organizing to a discussion about the policies that can shape them.
